If you didn't overclock it, it means that windows is broken, so nothing unusual.

Hypervisor support breaks the clock speed monitor in Task Manager. It's done so for years. There's even a support article on it.

Use Hwinfo64 or ryzen master. check task manager to see if something is running in the background. Like parasitic rgb software.

On a separate note, I only use HWinfo64. I deleted Ryzen Master. It caused me huge problems when I changed RAM timings in that program, but other people may have a better time,
And with HWinfo64, I had to Disable Monitoring for all things related to RAM, so roughly 20 things, in the sensors area.
Once I did that, I had far far fewer issues in ICue with the RAM. Almost 100% fixed now that the those particular sensors have had their Monitoring disabled in HWInfo64.
and I absolutely love HWinfo 64
I have it customized heavily now.

it's not a tool you should depend on for information such as this.
It is only trustworthy to get a (very) rough idea of what may be running.

And that's why you should never trust Task manager! For actual correct readings of all kinds of stuff I recommend Hardwareinfo64.

Yeah this happens to my 4690k because I have it overclocked to 4.2ghz with speedstep enabled, for some reason that combination confuses the task manager.
If I disable one or the other it works just fine.
