The government gave out contracts to anyone willing to convert their factories for the war effort. So you'd have sewing factories making bandages, car manufactures making rifles and carbines and sewing machine factories making pistols. Hell, it got so bad during the dark days of WWII we sent over thousands of privately owned firearms and ammunition to the Home Guard in England who promptly decided the best way of returning the favor was throwing most of it in the ocean
