There are plenty of bad games based on movies, it's just ones that aren't tie in products that are good.
The reason that this is the case though is that games have everything that film does already, but adds the extra layer of interactivity with the world. Movies have to take out the interactivity and appeal to an audience that doesn't necessarily understand games. The best videogame movies understand this though.

Bruh you serious? Movie games have been trash for most of gaming's life span. Like genuinely the only good movie tie game I have ever played is Spider-man 2. Everything else around that era was shovelware wearing an IP's skin.

I'd hardly call Detective Pikachu a good movie, but they absolutely nailed the aesthetic of more realistic Pokemon.
Could definitely be used as a springboard for adaptations of the actual mainline games, some of them had decent stories.

Movie games are mostly awful. Last good "movie game" I played was Mad Max. However; a lot of the shows coming out based on games are great, just look at the Witcher. Granted that Mario movie was an absolute abortion and the Mila Jovovich Res Evils were awful.

The 80s and 90s weren't too bad. Ocean were pretty good at knocking out movie tie ins.

I actually really like the silent hill movie. It's not fantastic or as good as the game but it was a good horror movie.
