ID: gqmj2h9PVA Glue and Super Glue. You want the runny stuff, not Gel or anything. Each 'crater' is a drop of glue.

Nott 100% if this is how OP achieved this but I think you put down a nice layer of PVA and then spot super glue into it. The superglue dries much faster than the PVA leaving the interesting disgusting little patterns.
