I Went to an antique store and they had a bunch of the tf2 posters framed like they were antique war photos. It was quite hilarious

To be fair, that goat photo is a stock image for many years before Goat Simulator was ever developed:
That frame hanging in the restaurant is probably older than the game as well.
edit: Here's the game and stock image side by side. The stock image's clouds are the same as the one in the post. Only different is the flower missing from the mouth.
Who knows if the photoshopped version was originally for Goat Simulator. It could have been photoshopped long before the game's publisher bought it.
Stock images are always photoshopped to fit the client's specifications. Maybe it was originally for the game. Maybe it was already shopped and is part of the catalog.
