ID: hggyivgLeveling up your weapon skills requires using those skills. Naturally, there are only so many enemies in the tutorial area.
But there's also Ralof (if you side with his faction), your immortal 'ally' (unwitting sparring dummy) 🙂
ID: hghf3meBasically you can pin the ally npc the tutorial gives you against a wall and stab him in the back repeatedly while sneaking to level up your sneak and weapon skills. Hes flagged as an important npc so he can't die and sense you can rest skills when the reach level 100 you can get to whatever level you want before you leave the tutorial cave
TLDR: you can repeatedly penetrate your ally from behind for infinit xp

ID: hgeze52Because of the way skyrim's level system works, you don't have to advance "mainline" skills or kill enemies to level up. You can grind sneak/melee/archery against your companion, sure, but you can also stand there in a fire spamming healing spells or trap a single enemy and repeatedly cast conjuration/alteration spells to grind xp.
The real question is why the fuck you would do this much leveling in the tutorial dungeon other than some twisted sense of accomplishment. With the number of hours it would take you could instead do so much else in skyrim, or even just play a different game.
ID: hgg07htThere's a guy playing World of Warcraft who every expansion levels his Pandaren to the new level cap without ever leaving the Pandaren starting zone. He's done this mainly by picking flowers and mining ore for minuscule amounts of exp, but some expansions let him get relatively larger chunks of exp in other ways, but it still takes him ages. Blizzard went and made an NPC that wears similar gear and just runs around picking flowers and mining ore continuously to acknowledge him.
TL;DR: For every perceived challenge, there's someone willing to do it.

But the enemies scale. Not only are you subjecting yourself to this miserable grind, you're also making the rest of the game harder.
I tried that, I got to lvl 10ish before getting bored, spent about 30 minutes doing it
Why
probably a combination of boredom and a sense of "Why not". Skyrim is a big game, but without modding it is possible to "been there, done that" the entire game. However, it can still be someone's favorite game so they pick random self-imposed challenges to try and spice it up. Some people enjoy the weird sense of accomplishment of "I succeeded against this random, arbitrarily hard challenge"
The primary risk is being left with a feeling of "well, now what"
