I'd say R* has a bigger role in this as it's their duty to protect their franchise, they shouldn't have allowed them to release it in such a poor state.

It is my belief that game companies have been shitting out technological masterpieces far beyond what they're sustainably capable of for far too long now. The bar is set too high for them to keep up, and now we are getting things like this, because people are tired.
