Okay the thing is for something like that to work you need some element of the character that makes people instantly think of them. You do have the necklace she wore in the Remake but imo that’s too little to identify the character. You changed her hairstyle, hair color, makeup and outfit there is no way people could’ve recognized who it’s supposed to be. Pulling off a "what if?" scenario in cosplay is really really hard. If you paint or draw something you can change the face to match the character so they are more identifiable but as a cosplay you have to rely on things that make that character iconic. Maybe a different wig is already enough?

You can see it your way, if you see it your way - do it, we will evaluate your work. All pencils are different in taste and color. Learn to respect people who make creativity, but not always, and everyone will like everything. Keyboard heroes never create anything, just trying to throw mud at people who are trying to create.
About whether a person looks like a character or not. Characters of the game, drawn cartoons, people, even using a lot of make-up, will not be able to look the same. For example, Claire in the game and the actress with whom the character was drawn look different. Let's get another girl who will be in the future series Resident Evel, because she is not alike. Claire's face is different in all parts, as is her hair color. (apparently you did not notice this difference, take a closer look)

I do agree that had she said it was just an umbrella operative, not everyone would be complaining. But do people really needed to complain? No, not at all. It's a harmless AU cosplay, that's it.
