I sW this before and thought it a bug... But I never thought to check... Do you get 0% by supporting the empire/dominion, and only see benefits when joining the stormcloaks?

Also highly recommend doing at least one play through with:
Blessing of Talos from shrines
Amulet of Talos
Alteration duration increase in alt tree
Quiet Casting in Illusion tree
Optionally, necromage talent in resto + vampire status
Also optionally, craft alteration potions (enhanced duration)
The first three alone will allow you to spend the vast majority of your time under the Slow Time shout effect. Rank 3 will slow enemies to 10% and you to 70% speed, allowing you to dodge basically all attacks while dishing out a flurry of your own, at 7x the enemies' speed.
The silent casting is a QOL thing for stealth builds. You can slow time, fire arrows at three different targets before the first even lands, and then watch all targets die when the arrows land. Zephyr (the bow found on a tree as part of that one dwemer artifact quest in Dawnguard) is particularly good for this due to the speed.
Finally, the necromage part enhances the duration AND magnitude of the shout. It will slow enemies to even more of a crawl and make the shout longer (basically non-stop with a short break to shout again), but will also slow you down a little more.
