Why not go the extra mile and put the pin connectors in the end so you have to plug the game into the game like they’re ass to ass.

Sonic and knuckles for the mega drive was like this. You plugged another sonic game into the top to get mod sonic 2 or 3 with knuckles as a character.

Is this an actual NES built into the cartridge, or just hardware going into a modern computer running an emulator?

I mean at best it's a unique setup of hardware designed to run NES games which is not technically NES hardware. And more likely it's just a generic system on a chip brute forcing it like you assumed.
