I think the streamer FortyOne ran into the same guy or at least someone similar on shoreline as well doing the exact same thing.
They just ran around in circles and shit spamming the "Stop" voiceline and generally not doing anything coherent whatsoever. No weapon, no nothing, seemingly no comprehension of their surroundings either.

I ran round resort looking for pmcs server seemed dead, decided to hunt scavs and went near this area saw 4 pmc bodies all roughly round each other just dead on the mines... geared as well, I have no idea what happened.

If I spawn in that area on a run, the minefield is my choice of exit as you cant get anywhere worthwhile first. Maybe he forgot to heal from his last run, dumped his gear and was headed for a quick exit.
