Not compared to a rifle, shotgun, or even an SMG/carbine shooting the same caliber rounds out of a longer barrel. They are strictly backup weapons, to the point where most infantry don't get issued/train with pistols.

Maybe. If you hit the right spot, like a major artery. Otherwise they'll most likely survive. 22s are pretty weak and mostly subsonic.

Magnum means more powerful, slightly larger than other rounds of same caliber. Doesn't denote pistol, rifle, or otherwise.
