I remember how impossible it used to be to get hold of someone if they weren't home.

Chris isn't picking up his landline. She travels into town to check with his employers (the police) and potentially go sit in his apartment and wait for him. Because how else would you find someone?

If anything, in Infinite Derpness, she should have been treating Leon like he was a rookie, not him treating her like she was still in college. It was stupid. I would love it if Claire was a member of a biker gang or something, getting caught up in outbreaks and being a badass bitch. It's easy to forget these days that this is the woman who drove her motorcycle across the Atlantic Ocean to infiltrate Umbrella with a Zippo lighter and a leather jacket.

Yes, I don't know when cell phones started to get really popular, but I remember that in 1998 (when I was a kid) it was very expensive to have one and here in Brazil they were huge and clunky. The one you sent in the link was still cute and small. Apart from the problems with the signal. In the remake she starts talking to someone on the landline at the gas station. It makes sense that she called the station before, but no one answered. so she was probably doing what you said.
