Who is Santa? I keep hearing players reference to killing him but I’m not in on the joke/reference. Please help.

You had a christmas tree in the hideout that you could turn christmas balls into items, and there was Santa running around, no special voice lines or anything. You COULD barter with him, but at the same time he "jump scared" more then a few people that reflexively shot him. Gave like -1 (give or take .5) Scav Karma.
