In Outbreak, Tyrant R had similar things in his head that acted as explosives to kill him in case he went against its creators, but im not sure if in this one is the same case.

It might be his limiter. It's not there in his final form, if I recall.
Or it might be a tracking device, as someone else said. I don't think it's a remote control, because if they could control Tyrants remotely, they wouldn't need Nemesis to take control.

I like how there's no actual answer for this, It's just a cool little detail that shows that no matter how imposing and terrifying this thing is, it's still just a product of even greater, less tangible evil.
