In Outbreak, Tyrant R had similar things in his head that acted as explosives to kill him in case he went against its creators, but im not sure if in this one is the same case.

Nemesis still can be controlled without limiter with his mutations becouse parasite stil knows what it had to do
I like how there's no actual answer for this, It's just a cool little detail that shows that no matter how imposing and terrifying this thing is, it's still just a product of even greater, less tangible evil.
