- Resident Evil 0 and 2 same Umbrella Facility?

They're the same facility. The factory and lab are located in a wasteland area on the city's outskirts, close to the cliff which the training school is atop of. The cable car in 0 runs down diagonally outside of the cliff and towards the factory. The treatment plant is built beneath the cliff within a giant limestone cave where there's a river with a groundwater vein. All three facilities are very close together.
A myriad of factories that had been built in a desolate wilderness on the outskirts of Raccoon - these abandoned structures were bathed in the light of the full moon in the sky, floating blue as if wet in the darkness of the night.
It was indeed a station, an underground cable car station. There was a car right in front of them, hanging from its thick cable. Apparently someone had built the chapel right above a cable car system that stretched between the steep face of this mountain side to some old rusty factory, which crude buildings could be seen a few hundred meters away in the semi-darkness.

There's also a save room after taking the tram right before you do the Birkin fight on the lift (in RE2) that's in both games.

Yes. It's the same facility. Though i never understood how they got from the Arklay mountains to underneath Raccoon city. Also the lab at that point should be brimming with people as it woulda veen before the outbreak occured in RE2

The training school is atop a steep cliff, and the factory/lab are at the bottom of that cliff some hundreds of meters away.
You get to the lab using a cable car that runs down diagonally outside of the cliff and towards the factory.

(Edit: Your downvotes mean nothing to me beyond making me think I'm right. There's no evidence from the devs that the labs are supposed to be the same.
Besides, RE0 has so many plot holes and lore inconsistencies for a being a prequel that it makes me seriously question whether it should be cannon or not)

It seems messy at first due to fans not getting the full picture.
We don't really know where NEST is in the games. It's described as being on the city outskirts, and there's a chemical plant above it which is far enough away to support a large rail yard, so a few miles seems OK though.
RE0 introduced the idea into the games that this facility, apparently NEST itself, is further into the mountains than we would have thought from 2 (which, again, only really said it was in the outskirts which is vague enough to work) and is now revealed to connect to other facilities, which is fine. It only contradicts the fan idea that NEST is beneath the centre of Raccoon City, which is The Hive in the movies - not NEST. I see a lot of letsplayers make that mistake in their commentaries.
So, why is it dilapidated? Probably down to the artists taking their own liberties, though it's quite possible the upper level façade was seriously in need of maintenance anyway and got a repair job after the treatment plant was destroyed.
ID: gspdfycThat is true Re2 says it's on the outskirts but your right that Re0 makes you think it's deeper in the mountains. Well I'll definitely have to play Zero soon. I've played 1, 2, 2remake, and almost done on 7 and will pre order 8. Then I will continue with the the rest of the series.

RE0 doesnt have any significant holes in its plot, contrary to popular belief.

No, it is not. Is the same design but it is not the same lab as the one under Raccoon City

It most likely is but it doesn't make much sense for it to be, so I just like to say it's a different facility.
RE2R makes it easier to believe this since the lab looks a lot different.

ID: gspnukdIf I'm correct, I think the devs used that environment as a nod/easter egg to RE2. It's meant to be a fourth wall break because if you try to go through any of the doors there it'll say something like "You've already searched this place".

There's no good answer for it.
Either Umbrella had two nearly identical facilities or they had a magic railcar system.

Was just watching my brother play Resident Evil 0 and I noticed this. However this facility was destroyed after Re1 and Re2 is not the same facility therefore why is this room the same?
